I dont really understand all this, but dont they use a subnet mask of 255.255.252.0 so they get more connections? Maybe I dont understand what you mean? :D

This guys make subnet mask as 255.255.252.0 = 1024 -2 Mashines in network. in this network they put Unmanaged switches. And network have big problem - broadcast traffic. Every machine in network to get arp address of some ip send broadcast request. This ethernet request something like "Hey, hwo have ip address blablabla?" And every unmanaged switch send this request to all ports, that this switch have. And in network, where we have a lot of computers in one fat network segment with unmanaged swithcs = most of network traffic we have arp broadcast and ip broadcast traffic.
